MS. TOWNSEND: One of the things I think we've found is that we now believe it's not just a single, centralized organization, but it's this network. That's why you heard me say it's this transnational movement of organizations, networks, and individuals. We find that as we've enjoyed some success in the war, the enemy has evolved. And so you see we have a growing concern over what has -- I find it a somewhat unfortunate term -- homegrown extremists. We try to address that. We want a strategy that addresses that, no matter what the form it takes. The other thing I would say to you is I think you'll find that it's far more detailed in terms of our efforts related to WMD.
