I thought the CIA Director was -- I had a couple of questions -- I thought the CIA Director was already the head of -- with the setting up of the National Clandestine Service, I thought that the Director of the CIA was already in charge of human intelligence throughout the community. Am I -- was I wrong about that? Am I misremembering?
