SENIOR ADMINISTRATION OFFICIAL: There is no question that as the agency that includes the National Clandestine Service, and within internal intelligence community directives and guidelines, the Director of the CIA plays that role with respect to human intelligence.
What we're doing here in this executive order is the President is affirming that role, that the CIA Director will be the functional manager for human intelligence. And one of the requirements going forward for the Director of National Intelligence is -- through guidelines and directives -- is to flesh out what it means to be a functional manager, what it means to be a mission manager. But these were three important intelligence disciplines where we had clear leaders identified, and the President took the action to identify them as functional managers in this order. So you're right. In practice, perhaps not much of an immediate change, since he's played that role within the intelligence community for some time. But this is being affirmed in an executive order signed by the President.
